PRESIDENT DECREES TO RAISE CIVIL DEFENCE TROOPS

MOSCOW, JULY 14 (RIA Novosti) - The Emergency Situations Ministry is raising civil defence troops.

According to the presidential press service, Vladimir Putin has endorsed the decree the Questions of the Russian Federation's Ministry for Civil Defence, Emergency Situations and Calamity Relief.

Under the decree, the Emergency Situations Ministry is made up of the central staff, territorial bodies, the State Fire-Fighting Service, the civil defence troops, the State Inspection for Small Vessels, emergency-rescue and search-and-rescue formations, training, research, medical health-building and other institutions and organisations subordinate to the ministry.

The maximum strength of the ministerial central staff is 825 (without security and building-maintenance personnel), including 140 top officers of the State Fire-Fighting Service and 250 civil defence troopers.

The strength of the ministry's territorial bodies is set at 16,900.

Under the decree, the Emergency Situations Ministry will have three deputy ministers, one of them the first ministry. It will have the chief military expert and the state fire inspector, both having deputy-minister authorities.
