To attract capital investment is one of the programme objectives. To raise Chechnya's infrastructure from the ruins is top priority. It is too early to invest in construction and major project rehabilitation before that goal is met, pointed out the minister.
As the conferees determined, next year's federal budget will earmark 5.8 billion roubles, roughly US$200 million, on the Chechnya rehabilitation programme-as against a previous plan for 3.5 billion roubles, approximately 100 million Euro.
"We have finally confirmed federal target programme amendments and supplements, so Chechnya will certainly receive 5.8 billion roubles," said Mr. Gref.
Ministries and other federal offices are, within the next ten days, to offer proposals on the federal programme for Chechen economic and social welfare revival.
Compensations for war-destroyed and damaged housing are to be paid to the population in full before the year ends, the minister added with emphasis.
