KHABAROVSK, July 18 (RIA Novosti's Oleg Kulgin) - The Commissioner for Human Rights of the Council of Europe, Alvaro Gil-Robles, who is visiting Russian cities, is content with cooperation with the Russian authorities.

"All doors were opened for me," Mr. Gil-Robles said at a press conference in Khabarovsk [Far East] Sunday.

"I spoke to prisoners in jails, to soldiers in military units...," he said.

Mr. Gil-Robles believes that a new jail has to be built in Khabarovsk because when visiting a Khabarovsk prison, he saw such cells where "it's impossible" to be.

The European commissioner said the main aim of his visit was to study the problems of Chinese migrants, Russian prisoners and waifs, as well as the condition of freedom of speech in Russia.

Mr. Gil-Robles also said he met twice with Konstantin Pulikovsky, the Russian president's envoy to the Far Eastern federal district; they had a sincere talk on all issues of interest to the European commissioner.

Mr. Gil-Robles arrived in Khabarovsk Friday evening. It is this city that his 15-day-long visit to Russian started from. After the visit, he will prepare a report on the situation with human rights in the country.

On Monday, Mr. Gil-Robles heads for Irkutsk (Eastern Siberia). He is to visit five cities.
