RUSSIAN SENATORS TO TAKE PART IN U.S. DEMOCRATIC PARTY CONGRESS

LONDON, July 25 (RIA Novosti) - A Federation Council delegation led by Mikhail Margelov, the chairman of parliament's upper house international affairs committee, will participate in the congress of the U.S. Democratic Party in Boston.

Mr. Margelov said yesterday after the visit to the U.K. and before leaving for Boston that the delegation comprises four senators - members of the working group called The Federation Council-U.S. Senate.

"We are going on the official invitation of our colleagues from the American Senate who represent the Democratic Party and the National Democratic Institute for International Affairs," said the Russian senator.

In his words, "the main task of participating in the work of the U.S. Democratic Party congress is to consolidate contacts with American democrats, hold a number of meetings with those experts and politicians who draw up the agenda of John Kerry as regards relations with Russia in the democratic candidate's election HQ."

Mr. Margelov said that for Russia it's principally important that the American election campaign, election debates would not negatively tell on Russian-American relations.

The Russian delegation will participate in practically all events of the congress and in events of the so-called international meeting of world leaders organized by the U.S. Democratic Party.

Russians will also submit to their American colleagues the new wording of the Federation Council international affairs committee report on American legislation and Russian interests.

Replying to a RIA Novosti correspondent's question about how the American leadership's attitude toward Russia might change if democrats won the presidential elections this November, Mr. Margelov said: "The American political tradition supposes preservation of 'the institutional memory' in the foreign policy."

He recalled that the group that works with John Kerry to work out priorities in regard to Russia and former USSR countries is made up of experienced, qualified people, many of whom worked in the Bill Clinton Administration.

"It's understood that whoever wins the presidential elections in the U.S., Russia will respect the choice of the American nation. We will work with any American Administration, with any American Congress," the politician reassured.

"America is our strategic partner, and not only because we have common enemies, but also because our national interests often either coincide or do not contradict each other. Most American politicians have the same understanding," he stressed.

In Mr. Margelov's words, the Russian delegation plans to attend the congress of the Republican Party, scheduled for early September in New York.

"The bipartisan nature of the American political system moves us to making our contacts with the American partners bipartisan too, as it is a common practice with the Americans themselves," Mr. Margelov said.
