"A serious crisis has broken out in the Moldovan-Transdniestrian relations. We can face an uncontrollable conflict soon," he said.
According to the minister, it all began with the problem of schools with teaching in the Moldovan language with the use of the Latin alphabet.
Transdniestria closed four out of six Romanian-language schools, which refused to be registered in the self-proclaimed republic.
"I am convinced that schools were a conflict motive. It will be directly connected to economic relations. A total economic blockade can start on August 1," Mr. Litskai noted.
As for Russian weapons, this problem does not exist in the self-proclaimed republic.
"There is not Russian military hardware in Transdniestria. In 2001 Russia fulfilled all Instanbul agreements concerning the Treaty on Conventional Armed Force in Europe. There are only 15 armored vehicles of peacekeepers left," he said.
"There is a problem of Russian ammunition but it is not included in the treaty," Valery Litskai added.
In his words, a referendum on Transdniestria's policy may be held.
"There are no Robinsons in the modern world," he continued. "All countries belong to alliances. We are seeking an alliance with Moldova, first of all. This form of relationship is growing," the minister noted.
After the failure of Kozak's memorandum we are not so willing to form a federative state with Moldova, he said. "A referendum can be prepared in six months but it will depend on some political issues," Valery Litskai went on.
"If the negotiations are violated the referendum may be held this fall," he concluded.
