PUTIN MEETS WITH ACTING CHECHEN PRESIDENT

MOSCOW, August 2 (RIA Novosti) - President Vladimir Putin had a working meeting with acting Chechen President Sergei Abramov.

Mr. Abramov reported to the president about the social and economic situation in Chechnya and also touched on the implementation of projects that late Chechen President Ahmad Kadyrov had started.

"With the Russian Ministry of Economic Development and Trade," he said, "we are jointly preparing a comprehensive program for the development of the Chechen Republic based on a scheme to develop productive forces, a comprehensive program for the development of an oil and gas industry in the republic, a privatization program and a program for the development of banking and financial infrastructure."

The acting Chechen President told Mr. Putin about preparations for opening the Grozny-Rostov-Moscow railroad line. He added that the Moscow-Volgograd-Grozny line had already been opened.

Mr. Abramov drew Mr. Putin's attention to very active civil and investment positions of the Russian Railways and Unified Energy Systems of Russia.

While Ahmad Kadyrov was president, "we signed an agreement aimed at the development of transportation infrastructure and the social sphere," Mr. Abramov said. "Today we are already approaching the completion of this objective. In September, the first stone will be laid in the townships of railroad workers and power industry workers."

According to him, these townships will built in accordance with up-to-date projects.

This year, Mr. Abramov said, the transportation and communication spheres have been actively developing. In particular, Chechnya has gained full access to mobile communication.

"Capital investments have considerably increased and, as a result, the number of basic stations has grown," he said.

Mr. Abramov presented the recently published photo album, "The Chechen Republic" to Mr. Putin. Mr. Kadyrov, who died in a terrorist attack on May 9, was the head of the project and the author of the introduction.
