"Our cooperation has, at last, passed from idle talk and promises to normal business", he said.
By way of example he cited interaction with Ukraine. "We are jointly working on supplies of the equipment earlier produced by Ukraine", he said.
"Take, for instance, the factory in Nikolaev (administrative centre of the region bearing the same name on the Black sea). It is an excellent enterprise, design office established back in the Soviet times and still in top shape. It is very much due to Russian orders for the manufacture of ship engines", Belousov said.
He meant the Zarya-Mashproekt Scientific-Industrial Gas-Turbine Complex, based in Nikolaev. On contract with Rosoboronexport, it produces engines and spare parts for Russian export vessels, such as the Zubr large landing vessels for the Greek Defence Ministry.
"Military-technical cooperation with Ukraine and Belarus has, actually, never stopped. It now proceeds in full volume in some directions", Belousov said.
"We have common interests with Belarus, which has preserved mass manufacture of wheel machinery. Together with Belarus we manufacture hardware for the land forces and export it to other countries", he said.
"Military-technical cooperation with such countries as Uzbekistan is only being arranged", he noted.
Belousov said that "the non-military component has gone up in recent years. It is a political component because military-technical cooperation directly depends on it for success".
"Good design offices, factories and specialists are certainly a very important thing. But, when top officials discuss directions of military-technical cooperation during mutual visits, we are provided with the concrete basis for interaction in the making of competitive products and their promotion to foreign markets", Belousov stressed.
