MOSCOW, August 9 (RIA Novosti) - the Russian Federal Antimonopoly Service (FAS) is examining the possibility of bringing an action against Gazprom in connection with issues related to independent gas suppliers' access to "the pipeline", the FAS press-service told RIA Novosti on Monday.

"The FAS has asked the Rospan, Nortgaz and Novatek companies for information about the discriminatory limitation of access to the Unified Gas Supply System", the FAS press service said.

"We have already received replies but not from all companies. We are not yet commenting on the content of the letters," said the source.

In the words of the FAS spokesman, service experts are examining the information received and on the basis of its analysis, the FAS commission will decide whether to bring an action against Gazprom or not.

Legislation does not set deadlines for the examination of this issue, noted the FAS. "The limitation of gas reception from the said companies was due to the inadequate rates of gas extraction by end consumers from the Unified Gas Supply System. This leads to an overload on the gas transportation system and reduction in its throughput capacity," the Gazprom press service spokesman told RIA Novosti, on his part.

In his words, such a situation may lead to the failure to fulfill contracts for gas supply to consumers both by other independent companies and Gazprom, which, as is distinct from independent suppliers, has social obligations on gas supplies in Russia.

"To prevent such situations, independent producers should build their relations with gas buyers so that the volumes of gas purchases exactly correspond to the volume of gas pumped into the pipeline," believes the Gazprom press service spokesman.
