In 1999 the ministry and Transaero concluded the agreement, obliging the company to lease ten Russian-made aircraft. Under the agreement, Transaero enjoyed privileges to buy aircraft and spare parts.
Until now, Transaero has not leased one plane of Russian make. Simultaneously, the company has made use of the privileges without ensuring a flow of resources to the Russian aircraft-building sector. The ministry has made moves to recover sums from Transaero for the privileges it has received groundlessly. The ministry has filed a suit against Transaero on canceling the investment agreement, dated November 25, 1999.
The term of privileges under it expires on December 28, 2004.
Transaero is Russia's first private airline, beginning service on November 5, 1991.
