MOSCOW, August 25 (RIA Novosti) - Deputy Chairman of the Federation Council (Upper House of Russian Parliament) committee for legal and judicial issues Musa Umarov does not exclude that "militants' attacks in Chechnya are possible in the near future." In his opinion, "losses are still possible, but the militants are not strong enough to control the situation." At the same time he expressed confidence that the republican law enforcement bodies "have enough strength and means to repulse such attacks."

At a press conference in RIA Novosti on Wednesday, the senator pointed out that the power structures, in the first place the law enforcement bodies of Chechnya, will be able to ensure security during the presidential elections in the republic.

"The Chechen interior affairs bodies keep the situation in the republic under control, and nobody will be allowed to frustrate the coming elections," Umarov said. According to him, "increased security measures have been taken in the republic, and all the power structures have been put to high alert."

Commenting, at the request of reporters, on the attack of militants on Grozny last Saturday, Umarov said that "the incident is now being investigated." In his opinion, "those who made it possible must be punished for negligence." "If we award people for such things, that would be wrong," he added.

The senator from Chechnya came out for the return of Russian speaking people to the republic. "The Russian population, after the establishment of peace, should return to Chechnya," he said.

Musa Umarov said that representatives of the Federation Council will observe the presidential elections in Chechnya. "In the near future, eight senators, with Deputy Chairman Alexander Torshin at the head, will go to the republic," he said.
