Target grants were made to implement ten programmes in several fields. The TACIS programme alone accounted for 84 million Euro. The ECHO humanitarian assistance programme brought a similar sum. 17.5 million was allocated for conflict zone infrastructural rehabilitation. The FEOGA food aid programme accounted for 62.5 million Euro, and a food security programme 71million. Emergency finance aid made 19 million, and humanitarian six million. Another four million came to alleviate the Russian financial crisis impact on Georgia, and a million to help Georgian border guards. Two million Euro was allocated to implement in Georgia the European democracy and rights initiative.
The European Union ranks the world's third among Georgia's overseas donors. The USA leads with 31 per cent of the whole amount. The World Bank follows with 17 per cent. EU aid makes 15 per cent. Next come the International Monetary Fund, 12%, the European Bank for Reconstruction and Development, 7%, and Germany and the United Nations, 5% each. All other donors account for a lump 8%.
