The president confirmed that the air crashes were caused by an explosion on board.
Putin said Russia fought and would keep fighting terrorism.
He reaffirmed the need to unite efforts at efficient fight against global terror.
"In the fight against international terrorism, we co-operate with all the countries of the world, both bilaterally and within international organisations. The recent events in Russia, Iraq - what happened with our French partners - prove that the threat of international terrorism is relevant for the all states of the world," the Russian president said.
"Efforts must be pulled together to confront this challenge efficiently," the Russian head of state said.
Two air crashes took place in Russia late on August 24. A Tu-134 airliner crashed in the Tula Region and a Tu-154 - in the Rostov Region, both killing 90 people.
The Russian federal security service reported explosive material (hexogen) had been found in the debris.
