CANADA PRACTISES NO MORE ANTIDUMPING RE RUSSIAN COLD ROLLED STEEL

MOSCOW, August 31 (RIA Novosti) - Canada has cancelled the antidumping measures concerning some kinds of Russian cold-rolled steel, reports the official web site of the Russian Economic Development and Trade Ministry.

On August 26 the Canadian International Trade Tribunal has ruled revision of the antidumping measures.

"This ruling was passed in late June on hot-rolled steel, when the Tribunal cancelled the 41.6-percent antidumping duty with regard to shipments from Russia, France, Romania and Slovakia", the communique reads.

As in the case of hot-rolled steel, the Tribunal said that the resumption of such imports will not harm the steel founding industry.

Thus, Canada's 29-percent antidumping duties on Russian cold-rolled strips, imposed on August 27, 1999, end with the publication of the Tribunal's ruling, i.e. on August 26, 2004.

The ministerial communique notes that the ruling was anticipated, minding shortages on the Canadian steel market. Except the objective economic reasons, the ruling was prompted by the active involvement of Russian exporters, as well as by the vigorous stance of the Russian Economic Development and Trade Ministry, it says. "In considering the case, the Tribunal has demonstrated no bias regarding the Russian exporters", the communique goes on to read.

"Thus, a favourable situation is shaping for the Russian exporters of cold-rolled steel to the Canadian market", the ministry notes. "The only limiting measure now is the 25.2-percent antidumping duty on hot-rolled plates".

At the same time, the ministry recommends to Russian steel-makers to "avoid taking whatever imprudent steps, especially as regards the pricing policy". "Experience shows that the Canadian producers make use of the antidumping legislation promptly and efficiently".

"Simultaneously, accepting the Russian accounting figures by the Canadian antidumping bodies in standard cost accounting remains an open question. So far, theCanadian side has showed no reaction to the Russian proposals", the communique reads.
