RUSSIAN GOVERNMENT PLEDGES AID TO BESLAN SURVIVORS, VICTIM FAMILIES

MOSCOW, September 11 (RIA Novosti) - Russian Prime Minister Mikhail Fradkov has signed a government resolution on financial aid for those affected by last week's hostage- taking crisis in a Beslan school, in the republic of North Ossetia.

Under the resolution, relatives of the victims shall be paid 100,000 roubles (a little over $3,300, on current rates) in compensation for each family member killed in the terrorist attack in Beslan and 18,000 roubles to cover funeral expenses.

Surviving hostages shall be paid each 50,000 roubles if they sustained severe or critical wounds as a result of the attack and 25,000 roubles if they were lightly wounded; other survivors are entitled to 15,000 roubles in compensation each.

The money for the compensations will be allocated to the North Ossetian government from the federal Reserve Fund.

It has been suggested that North Ossetia's government, in association with the federal Health & Social Development Ministry, submit Beslan victim and survivor lists to the Ministry of Finance and that it arrange for financial aid to be paid to the surviving hostages and the families of those killed in the terrorist attack.

The government resolution provides for the allocation of 20 million roubles from the Social Security Fund to buy package holidays for children injured or traumatized (or both) by the Beslan school siege. Russia's national railways operator has offered free round trips, to a resort and back home, for all such kids and relatives accompanying them. It has also pledged to provide free travel for Beslan survivors going for medical treatment away from home.

Another 8.5 million roubles is to be appropriated from the government's Reserve Fund to finance affected children's stay at resort retreats where both medical treatment and schooling will be provided for them.

The Federal Medical Insurance Fund is to allocate 16 million roubles to its North Ossetia branch for the treatment of woundedhostages.

The Pension Fund has been instructed to provide targeted financial aid for retirees affected by the Beslan terror act.

The resolution prescribes that the federal Health & Social Development Ministry and the North Ossetian government should compile lists of persons injured in Beslan while performing their professional duty and prepare necessary paperwork for those persons to get medical insurance coverage. All relevant papers are to be sent to the Social Security Fund.

North Ossetia's authorities and the federal Ministries of Education and Health have been instructed to create conditions for the social rehabilitation of the surviving hostages and the bereaved families.

The Economic Development & Trade Ministry, the Finance Ministry, the Education & Science Ministry, and the Health & Social Development Ministry have been asked to prepare, in association with the North Ossetian government, proposals on the sources and amounts of finance for the development and construction of a new school and a medical center in the town of Beslan. All relevant proposals are to be submitted to the federal Cabinet of Ministers within one month's time.
