PRIVATIZATION TO SAVE CULTURE MONUMENTS?

SARATOV, September 14 (RIA Novosti's Erik Batuyev) - Privatization of history and culture monuments may become the only way to preserve them, RIA Novosti was told on Tuesday by head of the Federal Service on control over the observance of legislation in the sphere of mass communications and preservation of cultural heritage Boris Boyarskov.

He takes part in the work of the third all-Russian congress of bodies protecting history and culture monuments that opened in Saratov on Tuesday.

"The state now is not a very efficient owner," Mr. Boyarskov believes. That's why "there is no choice when there is a threat of disappearance of monuments of antiquity today."

"First of all, those architecture monuments on the verge of disappearance that demand urgent maintenance must be privatized," Mr. Boyarskov added.

New owners, in his words, must ensure the safety of the object and free access to it. The possible uses of historic buildings will be clearly mentioned in protection obligations.

Mr. Boyarskov said the issue of cultural heritage objects' privatization will be considered at the government's session on October 21, 2004.

Part of documents for consideration at the session will be prepared during the congress of the bodies protecting history and culture monuments, said the federal service head.

Besides, the congress will discuss issues of interaction of newly created federal bodies of executive power and state bodies protecting history and culture monuments of Russian Federation constituent members in conditions of the administrative reform underway.
