GIL-ROBLES CALLS RUSSIA'S REFORMS AN INTERNAL AFFAIR

MOSCOW, September 20 (RIA Novosti) - In Moscow on Sunday, Council of Europe Commissioner for Human Rights Alvaro Gil-Robles said that Russia's reforms of the executive power was an internal affair.

He said that he did not want to participate in debates on the subject but rather to stress that it was an internal affair of Russia.

He expressed confidence that Russia was a democratic state and that it would continue to be democratic.

Speaking about problems in the North Caucasus, Mr. Robles said that the presidential election in Chechnya was important.

He said that Chechnya's future interested him and that he would like it to be peaceful.

He added that, according to his observations, the majority of people in Chechnya were interested in peace and ready to take their fate into their hands.

The commissioner arrived in Moscow on Sunday to prepare a general report on the respect for human rights in Russia.

He said the report would be completed by the end of 2004.

Mr. Gil-Robles said that he wanted to visit as many Russian cities as possible to see everything with his own eyes.

During his ten day, he will visit Chechnya and the Khanty-Mansi Area, where he will study the ethnic minorities' problems.
