According to him, the bill was discussed at the Duma Council and was adopted for consideration by the State Duma.
"No other mechanism for ensuring that the government is responsible to the people than parties has been invented yet," he said. "Indeed, members of the government are responsible, because of their official position, to the president and the prime minister, but this is an official, not civil, responsibility."
He said that currently the law "On the Government" did not prohibit the ministers from belonging to a party, but they were prohibited from holding positions in public organizations and parties are public organizations.
"Following this logic," he continued, "parties can only nominate rank-and-file members, who have not shown their worth in the political life, to the government, or as a variant, they must dismiss their nominees from all party posts after they go to the White House.
"The absurdity of this situation is obvious, and the amendments, made by a group of the deputies and me to the law 'On the Government' will make it possible to normalize the situation, which now contradicts common sense."
