Some commentators argue that the main objective of Moscow is to confront not international terrorism, as all the members of its delegation claim, but the US dominance in tackling key international problems.
It should be noted in response to these comments that the new threats and challenges the humanity faces in the 21st century can be overcome only through joint efforts and not separately. This was confirmed during the fight against international terrorism in Afghanistan and dozens of other countries throughout the world, the fight against the threat of drugs which is yet far from completion.
Some critics have long had to understand that geopolitical battles between states are in the past. Russia is interested in fostering the unity of the international antiterrorist coalition, not sidelining anyone at the international arena. This is in the interests of its own security, the interests of the United States ant the entire world community.
Russia's position in New York will really be resolute and proactive. The voice of Moscow is so confident now, because its position on countering new threats and challenges reflects not its own view, but the opinion of most members of the international community that global problems must be tackled through joint efforts, on the basis of the international law, with the UN playing the key role.
Everyone who is interested in creating a secure and just world order realizes the advantages of this approach. The latest session of the UN General Assembly unanimously endorsed Russia's initiative to work out a global strategy of countering new threats and challenges. No doubt, intentions must be translated into actions at the current session. Time has come to start working and stop speculating on who is more important.
Unfortunately, an immoral argument has been recently launched that the death of children in Beslan is a consequence of the Kremlin's Chechen policy, not an attack of international terrorists, and that Moscow will try to make use of the Beslan tragedy at the session. Apart from being amoral, these assertions play into the hands of international terrorists whose aim is to sow discord between states.
Meanwhile, Russia's objective is consolidation of will and efforts of the entire international community not to allow a repetition of the tragedy not only in Russia, but elsewhere. The Russian initiatives for increasing the efficiency of the UN, the Security Council, its Counter Terrorism Committee, all international institutions are aimed at this, because terrorism has neither state borders, no religion, nor nationality, although someone is trying to convince us that it does.
