"The main role of the state is to create infrastructure of the market economy. It is the most important task, and the state should be active in such areas as the social sphere, banking infrastructure and antimonopoly legislation," he said at the Russian government's meeting devoted to the progress of the pension reform.
"Evidently, the state must preserve its regulating function in this sphere as well, then we will really direct hundreds of billions of rubles in the economy," Mr. Fradkov pointed out.
In this case, people will see that their contribution to the economy matters, he believes.
"Maybe now we use a difficult expression, 'citizens' contribution to the economy,' but don't worry, it will work! Citizens, the state does its best to protect you. If you do not live to see this, your relatives will receive it from the economy," the Prime Minister said.
"If we undertake the task [of regulating economic processes] we must fulfill it and explain its meaning to people," he added.
In the social policy there are no and cannot be any small things, he emphasized.
"Stability and progress in the sphere influences not only elder people, but the whole social system as well, while the decisions taken in the course of the pension reform must promote the integrity of the whole social policy system," Mr. Fradkov pointed out.
Even the smallest failures in the reform will cross out all good intentions in any sphere of the state policy, he underlined.
"Small faults will be difficult to correct, even impossible in the long-term perspective," the Prime Minister said.
