RODINA, KPRF STAND FOR INTRODUCING CAPITAL PUNISHMENT FOR TERRORISTS

MOSCOW, September 22 (RIA Novosti) - The Rodina (Motherland) and KPRF factions in the State Duma have proposed introducing death penalty for terrorists.

The Rodina faction is insisting on introducing capital punishment for terrorists and on Russia's withdrawal from the moratorium on using death penalty, the faction's leader Dmitry Rogozin stated.

"I do not believe that it is a panacea from all woes but it is a most important preventive measure for those who order and plan terrorist acts, who finance them, and for participants in bandit formations," Mr. Rogozin went on to say.

He admitted that capital punishment cannot scare suicide terrorists.

"But they make up a minority among terrorists," Mr. Rogozin stressed.

KPRF leader Gennady Zyuganov said that the communists would back Rodina's proposal on introducing death penalty. "Otherwise this evil [terrorism] will finally paralyze the country," Mr. Zyuganov said.

By his estimate, the tragic developments in Beslan are not simply a terrorist act "but a nerve gas" for Russia's inhabitants. If two more terrorist acts of this kind occur in Russia a serious crisis can hit the country, the KPRF leader believes.

In the meantime, the State Duma did not back the proposal of a communist deputy to invite Russia's president to its meeting to discuss the question of ensuring security in Russia.

96 deputies voted for deputy Vladimir Grishukov's proposal, and 55 - against it, with 226 votes being necessary to approve the proposal.

"Today the state is not in a position to protect its citizens, and, the most important, children," deputy Grishukov said at the plenary meeting on Wednesday, explaining the necessity of the president's presence.

The deputy holds the view that the Beslan developments should be viewed comprehensively, having studied the situation in the economy and in the country's social development, and the questions of corruption in the bodies of power.

In line with tradition, the president of Russia speaks before the deputies when he reads out the annual message.
