Prime Minister Mikhail Fradkov signed the document for the Russian side.
The communique notes the importance of a multi-profile cooperation aimed at ensuring stability and security in the region.
Besides, the heads of government noted the necessity to promote cooperation in the field of exploring oil and gas deposits, construction of oil and gas pipelines, development of petrochemical industry, hydroenergy industry, production of minerals.
"Great attention will be paid to the agro-industrial complex, cooperation in the sphere of high technologies, in the sphere of transport, coordination of policy in the sphere of transit transportation and creation of international transport corridors," notes the document.
The SCO Council looked into a number of issues connected with financial provision of the organization's activity and approved the organization's budget for 2005.
The heads of government on the whole positively assessed the efforts of ministries and departments of the six countries (Russia, China, Kyrgyzstan, Uzbekistan, Kazakhstan, and Tajikistan) on the operation of the organization.
