LAVROV ADDRESSES UN GENERAL ASSEMBLY

NEW YORK, SEPTEMBER 24, (RIA Novosti) - Russia's Foreign Minister Sergei Lavrov addressed the UN General Assembly's 59-th session here the other day, mostly discussing the fight against international terrorism.

Among other things, Lavrov noted that the UN should, from now on, play the lead in coordinating the international community's anti-terrorist operations.

In his words, Russia, which now presides in the UN Security Council's anti-terrorist committee, intends to facilitate its fast-paced reform actively enough.

We suggest drafting a new UN Security Council resolution, which would ensure that the UNSC counter-terrorist committee function in the most effective manner possible, exposing weak terrorist-chain links on time and expanding practical interaction with international and regional organizations, such as the Commonwealth of Independent States, the Collective Security Treaty Organization, as well as the Shanghai Cooperation Organization, Lavrov told those present.

The Russian Foreign Minister also noted that the international anti-terrorist coalition's activities must be marked by an entirely new stage.

The UNSC's September 1 session highlighted the international community's substantial determination to continue its consistent struggle against terrorism, the Russian Foreign Minister said. Such determination must be translated into life as soon as possible, he added.

In Lavrov's words, secret services must expand their interaction, elevating such interaction to an entirely new level of mutual trust and coordinated actions; this aspect is becoming particularly topical, Lavrov noted.

At the same time, Lavrov stressed that Russia will cooperate with any country, which is ready to fight terrorism without any double-dealing standards. We are ready for honest anti-terrorist cooperation devoid of any double-dealing standards; this is becoming a key criterion of our relations with any country, Lavrov went on to say.

Russiais also ready for close-knit international partnership in order to prevent terrorists from obtaining mass-destruction weapons, the Russian Foreign Minister added.

Lavrov reminded his audience that Russia had initiated the UNSC's resolution No. 1540, also taking part in the non-proliferation initiative and co-authoring the G-8 action plan in the non-proliferation field.

International terrorism has declared a war on the entire human civilization; in the obtaining situation, the determination of states to exercise their right to self-defense in line with article 51 of the UN Charter is becoming particularly important, the Russian Foreign Minister said.

At the same time, he noted that Russia will resolutely enhance national unity for the sake of coping with terrorism.

We won't allow anyone to encroach on Russia's sovereignty, resolutely enhancing our country's unity, as well as that of its people, for the sake of countering terrorism and ensuring our citizens' safe and worthy life in conditions of democracy, Lavrov told his audience.

According to Lavrov, the Russian President's measures, which aim to achieve these goals, will be implemented on the basis of the national Constitution. Moreover, Russia will continue to defend its legitimate global interests through equitable dialogue, interaction and partnership, rather than confrontation.

In his speech, Lavrov also noted that Russia was ready to provide all-out support for the Iraqi political settlement aiming to preserve Iraq's territorial integrity, political sovereignty, as well as its genuinely democratic post-war state system.

The UN General Assembly's resolutions should also facilitate the Mideastern peace settlement on the basis of specific road-map commitments being assumed by the parties concerned.

Such progress is an essential pre-condition for all-out and equitable partnership in the context of supporting the Mideastern region's countries, Lavrov noted.

We must continue to monitor the Kosovo situation, which is a dangerous hotbed of tensions, Lavrov noted. Specific mechanisms for settling intra-CIS conflicts must also be used in full measure, the Russian Foreign Minister stressed.

According to Lavrov, the UN must also focus on such global-security and sustainable-development risks as poverty and illiteracy, which facilitate extremism.

In his speech, the Russian Foreign Minister noted that the UN must start drafting a convention on international space law.

The drafting of a UN international space law convention is becoming a topical objective, Lavrov went on to say.

Both Russia and China suggest concluding a comprehensive accord, which would prevent outer space from becoming an area of armed confrontation, Lavrov added. We are calling on all countries with a space-research potential to join this initiative, the Russian Foreign Minister went on to say.

Religions and national cultures must now be shielded from the destructive impact of any kind of extremism, Lavrov stressed.

International terrorists don't have any nationality or religion. On the contrary, it is precisely religion and national culture, which must now be protected from the destructive impact of any extremism whatsoever, the Russian Foreign Minister noted in conclusion.
