GROZNY TO HOST CONFERENCE ON POST-CONFLICT SETTLEMENT

GROZNY, SEPTEMBER 24, (RIA Novosti) - A conference dealing with the Chechen republic's post-conflict revival is to open here today.

This large-scale forum involves leaders of the Chechen republic, as well as members of public and non-governmental organizations from Moscow, St. Petersburg and other Russian regions. President Alu Alkhanov of Chechnya and Taus Dzhabrailov, chairman of the Chechen republic's state council, would be expected to attend.

Alvaro Hil-Robles, who serves as Council of Europe human-rights commissioner, as well as human-rights commissioners from southern Russian territories, will address this conference.

Talking to RIA Novosti, Alvaro Hil-Robles noted this conference will make it possible to establish the office of Chechnya's human-rights commissioner later on.

We suggested holding this conference, with the Russian Federation's leadership supporting us, Alvaro Hil-Robles added. Russia's human-rights commissioner Vladimir Lukin and Ella Pamfilova, chairperson of the presidential human-rights commission and representatives of Chechnya's civil society, will facilitate the conference's really fruitful work, he went on to say.

Such conferences should be convened in Russia because one perceives the situation somewhat differently, while staying in Strasbourg; it's very simple to discuss human rights there, Alvaro Hil-Robles noted in conclusion.
