The Russian Foreign Ministry earlier sent to the profile ministries (the Natural Resources Ministry, Economic Development and Trade Ministry, the Finance and Justice Ministries) a package of documents on the protocol ratification.
"We support the ratification, however, as we already said in the draft report to the Russian president on assessments of actual and forecasted indices of carbon dioxide emission in the Russian Federation, immediate implementation of the Kyoto protocol may negatively affect further industrial and social and economic development of Russia," reads the decision of the Industry and Energy Ministry on coordination of documents.
The document stresses that for successful realization of the Kyoto protocol, Russia should adopt some legislative acts. In particular, the ministry points to the necessity to adopt the law on state regulation of emission and absorption of greenhouse gases in Russia, a law establishing distribution of quotas on emissions - from the level of Russia's commitments to the level of commitments of enterprises, as well as the law on the mechanism of stimulation of projects to reduce anthropogenic emissions and drains of greenhouse gases.
Besides, the ministry believes it expedient to adopt a law on the right of ownership on volumes of reduced emissions of greenhouse gases, the procedure of their ratification in Russia and creation of a quota market on emissions of gases, as well as adopt government resolutions on the establishment of a national monitoring system of anthropogenic emissions and drains of greenhouse gases.
Moreover, the ministry believes that Russia needs to work out a plan of actions on the implementation of Russia's commitments on the UN Framework Convention on Climate Change, as well as prevention of dangerous climate changes for the population and the country's economy.
"These legislative and institutional measures will become an incentive for developing and conducting a clear industrial policy, will make it possible to reveal 'weak links' in industry, work out investment programs on modernization of industrial productions; these measures will make it possible to pursue a weighted policy on trade in quotas," reads the document.
"The Industry and Energy Ministry, together with other ministries and departments believes it necessary to legalize work over the preparation of these measures," notes the document.
Earlier it was reported that the Nature Ministry also coordinated documents on ratification of the Kyoto protocol.
The Economic Development and Trade Ministry, which has also received documents from the Russian Foreign Ministry, told RIA Novosti that the issue of coordination is now being considered in the Economic Development and Trade Ministry.
"The ministry has always upheld a line toward ratification of the Kyoto protocol," said the Economic Development and Trade Ministry.
After coordination with the ministries, the package of documents on protocol ratification will be submitted to the State Duma.
Meanwhile Andrei Illarionov, the president's economic advisor, believes that the issue of ratification of the Kyoto protocol will not take much time.
"I guess this issue may be resolved rather fast," Mr. Illarionov told journalists on Friday during the seminar session with Russian Academy of Sciences academicians dedicated to the problem of the Kyoto protocol ratification.
"This topic will be the leading one in the next few weeks and months to come, both in the sphere of political discussions and in media discussions," stressed the advisor.
At the same time, Mr. Illarionov did not comment on information that appeared in some media about the president's approval of ratification of the Kyoto protocol.
