"Two weeks have passed since the moment the decree on improvement of measures to fight terrorism was signed. I ask you to pay attention to those provisions of the decree that concern the heads of departments present here, the government on the whole, including as regards improvement of work of law enforcement bodies," the president said at a conference with the government.
Mr. Putin said he will submit to the State Duma on Monday a bill on the change of the procedure of regional heads appointment.
Mr. Putin, speaking on September 13 at an extended government session, voiced an intention to change the election legislation aiming at creation of a single system of state power.
"Supreme officials of the Federation members must be elected by legislative assemblies on representation of the Russian president," he said.
