YANUKOVICH SPEAKS FOR MAKING RUSSIAN SECOND STATE LANGUAGE IN UKRAINE

KIEV, September 27 (RIA Novosti) - Ukrainian presidential candidate, Prime Minister Viktor Yanukovich, told Russian media in Kiev he advocates making Russian a second state language in Ukraine.

Mr. Yanukovich said Russia and Ukraine should work out the law on recognition of double citizenship.

Speaking about plans on Ukraine's joining NATO, Mr. Yanukovich stated that this step will negatively tell on the country's military-industrial complex.

"We see the security system in Europe on a new basis," he said, adding that Ukraine may participate in such a system only together with Russia.

He called "unprecedented" the decision of the Common Economic Space member countries (Russia, Ukraine, Belarus and Kazakhstan) to give up double taxation from January 1, 2005.

"This opened all ways for acceleration of mutual integration," said Mr. Yanukovich.

He stressed that he is an active supporter of Ukraine actively participating in the CES.

"Uniting the scientific and industrial complexes, we create a perspective for innovation development of our states," Mr. Yanukovich said while commenting, in particular, on the plans of creating by CES countries of a unified rocket and space corporation.

He said Russia and Ukraine consider the possibility of building a bridge or tunnel across the Strait of Kerch.

"This will create a new transport corridor of primary importance for both Russia and Ukraine," said Mr. Yanukovich.

In his words, the two variants are being worked out in parallel. Experts will make the final conclusion.
