On September 27, Vladimir Putin signed a decree on additional measures of state support for the human rights movement in Russia and thus approved the presidential human rights commission's proposal to create the International Center for Human Rights.
Replying to the question put by RIA Novosti Pamfilova said that the task of the Center is "to help human rights activists to find each other, their like-minded people abroad and coordinate their activity."
She also pointed out that the human rights problem exists in the Baltic countries, Turkmenistan and other states.
The task of the International Center for Human Rights, which is being created, is to coordinate the activity of the human rights organizations so that "they could, within the framework of their possibilities and strictly observing the laws of those countries, to more efficiently uphold the rights of our citizens which found themselves in a difficult situation."
"It is possible to do much more using the methods of people's diplomacy," Pamfilova pointed out.
When replying to the question how the Center can help protect the rights of Russian countrymen, for instance in Latvia, Pamfilova said: "It is very important to propose a system of measures for the state structures - for instance, what inter-state agreements can be concluded to help solve this problem." She mentioned a document on the possibility of rendering foreign lawyers' assistance as an example of such agreement.
The head of the commission stressed that such agreements should be signed with account taken of the specifics of each country.
