The ICAO is one of the most representative inter-government organizations and has the status of a UN specialized institution. At present it comprises 188 countries. The organization was set up in 1944. The Soviet Union joined it in 1970. The sessions of the Assembly, the ICAO's supreme representative body, are held once in three years.
According to the Russian Transport Ministry's press service, the 35th session will consider the results of the ICAO activities in 2001-2004 and endorse the program and budget for 2005-2007. "The session's agenda embraces all the range of technical, economic, legal and administrative problems of regulating the global aviation system," the press service pointed out.
The session will take up over 100 issues related to the ICAO policy to develop global air communications, improve aerotechnics, develop airlines, airports and air navigation services, to strengthen demands for environmental protection, to increase safety of flights and air security, and to develop documents of international aviation law.
The session will elect the permanent governing body of the ICAO, the Board.
"The Russian Federation takes active part in the activities of the ICAO, influences its policies and is invariably elected in the ICAO Board of group of states playing a leading role in air transport," the Ministry emphasized.
