THE HAGUE

* Mikhail Fradkov, Russia's Prime Minister, is in the Netherlands on an official visit. Her Majesty Beatrix the Queen of the Netherlands is receiving him today. The Prime Minister is also attending a business lunch with Royal Dutch Shell managers. Tomorrow, he is leading a Russian delegation to the ESTECH Europeasn space technological centre in Noordwijk aan Zee.

MOSCOW

* Igor Ivanov, federal Security Council Secretary, addresses a news conference on, "Guidelines of Security Council Activities in the Russian Federation".

* Alexander Zhukov, federal Deputy Prime Minister, is offering a paper, "On the Basic Principles of the Russian Federation Financial and Economic Government Policies for 2005". Alexei Kudrin, Finance Minister and official federal government spokesman, and Sergei Stepashin, federal Auditing Chamber president, are together introducing, in its initial reading, a federal bill, "On the Federal Budget for 2005".

* The Federation Council, parliament's upper house, is holding session. It starts with debates on cessation or recommencing the Senators' competences.

* Alvaro Gil-Roblez, Council of Europe rights commissar, addresses a Central House of Journalists news conference to sum up his official visit to Russia, last July through September.

* The Open Forum club holds session on, "Ukrainian Presidential Election and the Prospects of Russo-Ukrainian Relations".

* Dmitri Trenin, Moscow Carnegie Centre deputy director, addresses an Independent Press Centre news conference, "Russia-USA: The Destinies of the Anti-Terror Coalition".

* An annual conference, "Russia: Investment in the Progress Economy" is finishing at Hotel Marriott Grand. The closing day agenda concerns banking and telecommunications.

* The Strategic R&D Centre hosts a seminar, "Poverty in Russia: Scope, Causesand Prospects to Reduce It".

* Her Majesty Silvia the Queen of Sweden is paying a two-day private visit to Moscow. She is expected to attend a seminar, "Child's Rights: Russian and Swedish Experience".

* RIA Novosti hosts a news conference on a Russian research expedition to Tibet, arranged by the magazine Znat.
