FREEDOM OF TRAVEL BILL SOON TO REACH DUMA, SAYS EXPERT

MOSCOW, October 6 (RIA Novosti) - A bill on Russian nationals' freedom of travel and registration procedure is expected to be offered to the State Duma, parliament's lower house, before October 15, MP Vladimir Pligin said to Novosti. He heads the Duma committee for constitutional legislation and administrative development.

The bill has been suspended for some time as its drafters failed, till quite recently, to come at a pattern that would streamline citizen registration and make it as accessible and transparent as possible.

The bill by no means threatens a comeback to the notorious residence permits of the Soviet time, with their harsh arrangements, reassured our informant.

In a package with the bill, the house will receive drafts of certain technical amendments of the acting legislation.

Thus, Valeri Grebennikov of the Duma legislation committee has proposed amendments to improve legislative regulation of guest worker quotas. The draft will come in for debate quite soon, said Mr. Pligin.

As the updated version of the registration law was drafted, involved parliamentarians were consulting with related federal offices-in particular, the Interior Ministry, the Federal Migration Service, and Moscow's municipal administration and city councillors.

There is a strong grey sector in that field, and to combat it is one of the registration bill's goals. "The law must encourage the community to reject grey registration services. We shall never do it if we merely toughen the procedure and liability," said the MP.
