"The director has the authorities of the deputy interior minister within the framework of disciplinary practice by the President's order. Moreover, special posts of deputy ministers and heads of interior affairs departments were introduced in 53 constituent entities of the Russian Federation to provide law enforcement in migration sphere. Departments of the federal migration service and passport and visa services are subject to them," Mr. Chernenko said.
"A serious reform of state migration policy would be impossible without these decisions. This can be done only within the system of the Interior Ministry," he stressed.
The cheapness of illegal labor force points to the problem of absence of reproduction of professional resources in Russia itself, Andrei Chernenko noted.
"I am convinced that if lawmakers finally decide to reinforce laws, pragmatic businessmen will think twice before employing Gastarbeiters (guest workers) under threat of serious criminal responsibility and financial losses," the head of the federal migration service said.
