MIRONOV PROPOSES AMENDMENT TO PRESIDENT'S LAW ON ELECTION OF HEADS OF REGIONS

KURGAN, October 19 (RIA Novosti) - Speaker of the Federation Council Sergei Mironov holds the view that if the body of legislative power of an entity of the Federation rejects twice the president-proposed candidature of the entity's head the question must be decided by the upper chamber of the Russian parliament.

"For the third time the candidature must be submitted to the Federation Council," the head of the upper chamber said at the meeting with the deputies of the Kurgan Regional Duma and the public of Kurgan city (the Ural federal district).

"The most important is that even a theoretical possibility to disband the legislative body of power of the Federation's entity should be prevented," the speaker said confidently.

Mr. Mironov went on to say that he had prepared an amendment to the president's law on election of the heads of the Federation's entities by the deputies of the legislative bodies of power upon the president's proposal.

According to Sergei Mironov, he will submit the amendment after the consideration of the draft law in its first reading in the State Duma (the lower chamber), scheduled for the end of October.

As for the possibility of temporary time limitation of the operation of the new procedure for electing the heads of the regions, Mr. Mironov believes that no time limits should be set in the law. "We must see how this will work - this may become routine practice or, may be, we will decide to return to the election by all people," the head of the Russian parliament's upper chamber said.
