NATIONAL DEVELOPMENT STRATEGY ELABORATION IS PUBLIC CHAMBER'S MAIN AIM

MOSCOW, October 21 (RIA Novosti) - The Public Chamber's main goal is the elaboration of the national strategy, a sort of revision of state bodies' actions and the exercise of public control, first deputy chairman of the State Duma security committee Mikhail Grishankov told a State Duma round table this Thursday. The round table is discussing the issues of the participation of public organizations in the fight against terror.

He also pointed to the need to consolidate all forces in the struggle against terrorism. "When a war is declared today by terrorists, one structure alone cannot cope with this challenge. That is why, today we say that society and public structures will participate in efforts to contribute to stronger law-enforcement activity and the struggle against terror," the deputy noted.

Grishankov does not rule out that representatives of various parties will be able to join the Public Chamber. He doesn't think that party affiliation will prevent them from elaborating the national strategy. "They will be able to find a common language to solve public problems," the parliamentarian said.

In her turn, first vice-speaker of the State Duma Lyubov Sliska says that functionaries should not be entrusted with the task of elaborating the concept and determining the role and the status of the Public Chamber.

"The main and fundamental features of the Public Chamber should be shaped with the direct, active and creative participation of all interested parties - representatives of public associations and religious organizations."

This round table is aimed precisely at elaborating proposals on establishing a system of interaction between the bodies of state authority and the institutions of civil society, the parliamentarian said.

Lyubov Sliska also warned against previous mistakes during the formation of the Public Chamber. She added that the Public Chamber created in 1994 under the Russian President had already existed in Russia. "Unfortunately, it failed to accomplish its basic mission to establish a feedback between citizens, public associations and the bodies of state authority," Lyubov Sliska said.
