PRESIDENT'S INITIATIVES TO STRENGTHEN POWER VERTICAL LEGAL

MOSCOW, October 27 (RIA Novosti) - The Russian president's initiatives to strengthen the power vertical are legal, Yekaterina Kozlova, a professor at the Moscow State Legal Academy and a constitutional law expert, who took part in a round table organized by the Russian Union of Legal Experts told RIA Novosti.

"The proposals forwarded by the president are within the legal space, and correspond to the Russian Constitution," believes the professor.

In her words, the Constitution gives enough space to realize the president's initiatives. "That's why the Russian Union of Legal Experts, the legislative assemblies in the regions and the public consider these proposals expedient," said the expert.

Speaking about the president's initiative on the transfer to a proportional system of elections to the State Duma, she pointed out to the necessity for political parties to more actively work the population.

"We have 44 parties now, but nevertheless, they do not fulfill the tasks which they were created for in full," Ms. Kozlova is convinced. In particular, parties, in her opinion, must more actively attract the population to political activity, and form its political will.

"It's also important that the party lists should be opened for the voter. The voter should know who the party intends to include in its list," said the expert.

Speaking about the proposal to create a Public Chamber, she noted that this body was called upon to become a communication channel between the authority and society. Ms. Kozlova believes that the chamber's functions will include discussion of the most important bills.

"It can initiatively raise some urgent questions of society to the authorities, as well as work with local power bodies in all regions," said the source.

The professor believes the president's proposal to elect governors in the legislative assemblies of the regions by presentation of the head of state reasonable.

"We should note insufficient professionalism of governors who sit for 10-15 years in a region, and focus in their hands the reins of government; at the same time the improvement of the living standard is proceeding slowly," concluded Mr. Kozlova.
