"Our department's position on the issue is clear," he said.
In his words, to this end the government had given instructions to relevant ministries and departments.
In particular, according to them the control over the grids should be tightened in a bid to keep an eye on "dishonest" users.
"There are plenty of negative examples," he said, "when grids fall into the hands of unscrupulous users. We are not against private business participation in transmission grids but we should track down dishonest users."
According to Mr. Koryakin, the plans include the formation of a unified system of rules to regulate access to the grids.
"We defend this position, and it is winning more and more supporters in the government," he added.
Mr. Koryakin also said that the measures for tightening the government's control over transmission grids and the rules of controlling dishonest users had almost been drawn up.
"We are coordinating the relevant documents with the Justice Ministry," he said. "On the whole, it is almost ready."
