MOSCOW

* The Russian federal atomic energy agency and the British Office for Trade and Industry will sign a memorandum on mutual understanding and Atomic Cities Russian-British partnership.

* The Russian Federation Council will host:

- meetings with rapporteurs of the PACE monitoring commission David Atkinson (UK) and Rudolf Bindig (Germany);

- a regular session of the parliamentary commission investigating the circumstances of the terrorist attack on Beslan.

* Director of the U.S. and Canada Institute of the Russian Academy of Sciences Sergei Rogov will give a press conference on the possible changes in world economy and policy after the presidential elections in the United States.

* The Moscow Carnegie Center will host a press conference on the topic "The elections in the U.S. - results and forecasts". Those participating will be center's director Andrew Kuchins, deputy director Dmitry Trenin and member of the research council Lidia Shevtsova.

* The Russian Information Agency Novosti will host the following press conferences:

- with leader of the New Rightist political party Vladimir Shmelev on the party's address to leaders of liberal parties and associations and the party's prospects;

- with Boris Simonov, head of the Russian federal service for intellectual property, patents and trademarks, on the results of the meeting of the Russian-U.S. intellectual property working group.

* Moscow will host a press conference on the condition and problems of Russian fundamental science with Vice President of the Russian Academy of Sciences Valery Kozlov, academician, secretary of social sciences department Valery Makarov and director of the universal history institute of the Russian Academy of Sciences, member of the presidential council for science, technologies and education Alexander Chubaryan.

* The institute of integrated social studies of the Russian Academy of Sciences and the Moscow office of the FriedrichEbert foundation will present the analytical report entitled "How do citizens of new Russia feel and what society do they want to be part of?"

VLADIKAVKAZ

* A visiting session of the State Duma commission for the North Caucasus under the chairmanship of Duma Vice Speaker Vladimir Katrenko will be held in Vladikavkaz. Deputies will meet with North Ossetian President Alexander Dzasokhov, cabinet members and parliamentarians of the Republic.

TBILISI

* NATO Secretary General Jaap de Hoop Scheffer will visit Georgia as part of his regional trip.

STRASBOURG

* The fall session of the congress of the European local and regional governments will open in the headquarters of the Council of Europe (November 4-5). Russian Regional Development Minister Vladimir Yakovlev is invited to the event.

VIENNA

* A two-day Supplementary Human Dimension Meeting on Internally Displaced Persons organized by the Organization for Security and Cooperation in Europe will open in Vienna. Participants are to discuss problems of Chechen refugees and the destiny of European Gypsies.
