MOSCOW, November 11 (RIA Novosti) - Russian President Vladimir Putin has congratulated Hamid Karzai on his elections to the Afghan presidency, said the Kremlin press service.
"I am convinced that our countries will develop and promote friendship and good-neighborly relations," Vladimir Putin's message reads.
"Russia is going to render further overall peace-building support to Afghanistan. I wish you and the friendly Afghan nation success in the future development of Afghanistan as an independent, democratic and prosperous state," the message says.
Hamid Karzai won 55.4% of the vote at the October 9 presidential elections. According to the Afghan Constitution, 50% plus one vote is needed for the victory.
