THERE IS NO SOCIAL-ECONOMIC POLICY ON NORTH CAUCASUS, SAYS MINISTER

MOSCOW, Nov 16 (RIA Novosti) - "Today there is no policy on the North Caucasus," Russian Regional Development Minister Vladimir Yakovlev told reporters.

The federal center should as soon as possible define its policy in the North Caucasus, believes the minister.

"Until a clear policy of the state is worked out, complications will take place in the North Caucasus," he added.

Mr. Yakovlev specially stressed the importance of working out a concept of the region's development for the future. "Tanks, submachine-guns can create well-being only for a short term; what is to be done for the future is creating jobs, raising wages, improving the social and economic conditions," said the minister.

The minister said that realization of the federal target program of Chechnya's social and economic development would go from Russia's Economic Development and Trade Ministry to the Ministry of Regional Development.

In Mr. Yakovlev's words, his ministry will also supervise financing of the program's events.

In Mr. Yakovlev's words, such development programs should be worked out for a whole number of the country's region, not only in the North Caucasus. He called one of such primary programs the program of Igushetia's development.
