He said that two men from Central Asia were recently detained with 13kg of TNT, 120g of plastic explosives, grenades and weapons. Mr. Nurgaliyev said the men were involved in the international terrorist organization Hizb-ul-Tahrir.
"This demonstrates that this terrorist organization, which was outlawed by the Plenum of the Supreme Court of the Russian Federation, has planted roots in Russia," he said.
He said he hoped the joint efforts of CIS law enforcement agencies would make it possible to effectively uncover and prevent the terrorist organization's activity in the CIS.
The minister said that criminal groups connected to Hizb-ul-Tahrir were discovered in the Volga and Central Federal Districts earlier.
Spokesmen for the Interior Ministry's press service told RIA Novosti, both of the detained men had previous convictions and were from Central Asia. They lived in Russia illegally and survived on odd construction jobs in the Moscow Region.
A criminal case has been launched against the two men for being members of Hizb-ul-Tahrir al-Islami.
