"First, investigative preventative actions are the core of the preemptive actions that will become the foundation for the fight against international terrorism," he said a conference of the heads of the CIS interior ministries' units combating terrorism and human trafficking on Tuesday in Moscow.
According to him the creation of a single international legal area for the fight against terrorism is an important objective.
He said a preventive system against terrorism must be including in the security doctrine, and that it would also act as an ideology capable of uniting society.
In his opinion, regulatory and legal acts that make it possible to uphold society's interests when terrorist attacks were being planned should be included in this system.
Mr. Nurgaliyev also said legislatures must have decisions about fighting money laundering.
"In essence, terrorism is the cruelest method to settle an ethnic, religious or ideological conflict at a local or international level," he said.
He added that an analysis of the recent terrorist attacks in Russia revealed a "pseudo-ideology fuelling one of the most cynical forms of terrorism, suicide terrorism."
Mr. Nurgaliyev said modern terrorism was used to achieve geopolitical goals and that it was less of a military phenomenon than an ideological, social and moral phenomenon.
"Therefore," he said, "the fight must be adequate, it should not only be through force but through psychological and ideological methods too."
He said law enforcement agencies and secret services must become more purposeful and coordinated, specifically in its propaganda to make society appalled by various radical organizations.
