10 BILLION RUBLES ALLOCATED TO PAY COMPENSATIONS IN CHECHNYA

GROZNY, December 4 (RIA Novosti) - According to the press service of the Chechen President, 10.68 billion rubles were allocated from the Russian federal budget to pay compensations for lost housing and property in Chechnya.

A session on the relevant issue was held in Gudermes on Saturday.

The participants in the session were the chief of the Chechen President's staff, representatives of the Republic's government, the Chechen Interior Minister, heads of all the Chechen settlements and bosses of the migration and economic crimes department.

Chechen First Vice Premier Ramzan Kadyrov was appointed chairman of the commission for compensation payments.

Many violations emerged during the checking of repayments for lost housing. Moreover, many complaints are received. After relevant checking of fraudulent documents needed to receive compensations, over 3,000 violations were revealed in the Gudermes, Shali and Nozhai-Yurt districts, said OMON (special police force) chief Artur Akhmadov.

Mr. Kadyrov gave the commission three days to make a list of destroyed houses because compensations will be paid only to those people who had lost 90% or 100% of their housing, the press service said.

"I do not care who is guilty of illegal payments - a policeman, a bank clerk or a state official. Everyone will be brought to account," Ramzan Kadyrov stressed.

The fact that the number of compensation claims grew from 46,000 to 100,000 raised doubts. 5,000 out of 40,000 checked claims were already rejected.

Chechen citizens may submit their claims until December 15. After that, this process will be suspended for a while.

All in all, 30,522 people have already received compensations. By the end of 2004 the money will be paid to 9,000 more people, mainly veterans of WWII, the press service reported.
