UN CLIMATE CHANGE CONFERENCE OPENS IN BUENOS AIRES

BUENOS AIRES, December 6 (RIA Novosti, Yury Nikolayev) - The UN International Conference on Climate Change opens in Buenos Aires on Monday.

"The accomplishments of the UN Framework Convention on Climate Change over the past ten years will be discussed at the conference," a spokesman for the UN organizing committee told RIA Novosti.

In particular, it is planned to discuss climate changes and work out measures to alleviating the consequences.

Practical ways to implement the Kyoto Protocol, which comes into force February 2005, will also be discussed.

More than 6,000 representatives from 189 countries will attend the conference, which ends on December 17.

Alexander Bedritsky, head of the Russian Hydrometeorology Service (Rosgidromet), will lead the Russian delegation.

Argentine Environment Minister Atilio Savino told RIA Novosti, "the world praised Russia's ratification of the Kyoto Protocol ... Moscow gave the green light for this important international document to come into force. I am especially happy to say that this event took place on before the UN International Conference on Climate Change in Buenos Aires. It will allow the participants to discuss problems practically, and more importantly, to conduct more fruitfully negotiations on implementing this agreement in the capital of Argentina."

The Kyoto Protocol requires industrialized countries are to lower greenhouse gas emissions from 2008 to 2012. By 2012, the countries have to cut their greenhouse gas emission by 5.2% to 1990 levels. European Union countries are obligated to reduce emissions by 8% and Japan and Canada by 6%. Russia can have greenhouse gas emissions at its 1990 level. The United States, Australia, Liechtenstein and Monaco refused to ratify the Kyoto Protocol.
