PARLIAMENT PASSES 2005 BUDGET

MOSCOW, December 8 (RIA Novosti) - Russia's State Duma passed the 2005 draft federal budget in the final, fourth reading on Wednesday by 337 votes, with 90 deputies opposing and two abstaining.

According to the draft budget, next year's revenues will amount to 3,326 billion rubles (17.8% of GDP), with $1 equalling 27.87 rubles, and spending will account for 47 billion rubles (16.3% of GDP).

Next year's GDP is expected to total 18.72 trillion rubles, and the rate of inflation - 7.5-8.5%.

In 2005, revenues will exceed spending by 278,111 million rubles.

The fundamental budget parameters were calculated proceeding from the forecast average annual price for Urals oil of $28 per barrel in 2005 and the rate of the dollar equalling 30 rubles per dollar.

One of the peculiarities of this budget is national defence allocations, which have increased by 27.7% on 2004, and also allotments on national security and law-enforcement, which have been raised 26%.

The Stabilisation Fund is expected to total 574.4 billion rubles as of January 1, 2005, and will swell to 720 billion rubles by January 1, 2006.

The federal fund of financial aid to the regions will amount to 189,875 million rubles, while financial aid to the budgets of other levels has been established at 274,548 million rubles.

The 2005 budget is now on its way to the Federation Council (upper house).
