"We are going to begin the discussion on a new project - Russia's return to the old course, when the country is united and indivisible, not an appendage of the West," Mr. Rogozin told the press conference. He called his project a "national liberation movement."
Mr. Rogozin said that its concept will be discussed on December 12 at the congress In Protection of the National and Citizen Rights.
Mr. Rogozin made no secret that his congress is a political alternative to the forum due to be held on the same day by Committee-2008 (Garri Kasparov, Yevgeny Kiselyov and others), although he learnt this just before the press conference, he said.
"The liberal project for Russia is over. In case it makes movements, we'll end up with it," Rogozin said in the address of organizers of the liberal congress.
Mr. Rogozin made it clear that the new left-wing project will be in constructive opposition to power in distinction from the liberal project Committee-2008.
"Their opposition pathos is like that of the interregional deputy group, when its fight against Gorbachev ended up with the break-up of the USSR," Mr. Rogozin said.
He added that his national liberation movement "will develop without the involvement of the street but only politically."
Students will make up the basis of the new movement, which has not yet been named, Mr. Rogozin said.
To him, the congress will discuss matters of establishing the Public Chamber, party-lists elections, as well as Mr. Rogozin's new initiatives - formation of a third parliamentary chamber - Nationalities Chamber, creation of a unitary state.
As regards the economic side of the forum, Mr. Rogozin will propose installing lie detectors in the rooms of cabinet ministers in a bid to combat corruption.
