PUTIN APPROVES CHANGES TO FEDERATION COUNCIL

MOSCOW, December 17 (RIA Novosti) - President Putin signed the federal law "On Changes to the Federal Law 'On the Procedure for Forming the Federation Council of the Russian Federation's Federal Assembly' and the Federal Law 'On the Status of a Deputy of the State Duma of the Russian Federation's Federal Assembly,'" Mr. Putin's press service reported.

The law, passed by the State Duma on December 3 and approved by the Federation Council on December 8, specifies the procedure for forming the Federation Council and for terminating members of the council before the end of their terms.

The federal law sets a time limit for when a new member of the council must be elected to replace a member that left before the end of his term. The law also envisages that Federation Council members' powers begin the day the Federation Council confirms their powers.

According to the law, a member of the council can be terminated before the end of his term by the state body which elected (appointed) him following the same procedure that he was elected (appointed), by a proposal of the Federation Council speaker.

The law also says the state body also has the right not to consider the Federation Council speaker's proposal in regard to a member.
