EXPERTS SAY GAZPROM CAN RAISE MONEY FOR YUGANSK

MOSCOW, December 17 (RIA Novosti) - According to experts, Gazprom will be able to raise the money for its subsidiary, Gazpromneft, to participate in the auction of Yuganskneftegaz on December 19.

Sources in the banking sectors said a consortium of foreign banks has not signed documents with Gazprom for loans and most likely the documents will not be signed.

"I believe that in any event, Gazprom will find the money," Financial Bridge expert Stanislav Kleshchev said.

In his opinion, if the foreign banks say it is too dangerous for them to lend to Gazprom, Gazpromneft will be forced to take part in the auction without cash support or forced to attract a loan if it can.

"In principle," he said, "Gazprom can issue a promissory note or the state can compromise and postpone the payment of taxes." He said that Gazprom will have to transfer the money over two weeks and that is not enough time to raise the money.

An expert from Metropol, Yevgeny Sotskov, also thinks that Gazprom will be able to raise the money to bid for Yugansk.

"The sale of Yukos's assets is a state deal after all," he said, "and I think that the state will be able to find the money for the auction. For example, any state bank can give a loan to Gazprom and the consortium of foreign banks, which may fear lending money before the auction, can give Gazprom a loan after the auction."

The head of the analytical department of Brokercreditservice, Maxim Shein, also believes that Gazprom can raise the money for Yuganskneftegaz. "I think that the money will be found," he said. "The consortium of foreign banks can give a loan after the auction."

On Friday morning Moscow time, the US Southern District of Texas Bankruptcy Court in Houston issued a temporary restraining order on all of Yukos's assets.
