RUSSIA NEVER VIOLATED OBLIGATIONS IN MILITARY-TECHNICAL SPHERE

MOSCOW, December 22 (RIA Novosti) - The U.S. administration has no grounds to accuse certain Russian companies of violating international obligations in the military-technical sphere, head of the Russian Federal Service for military-technical cooperation Mikhail Dmitriyev said at the presentation ceremony of the Golden Idea national award.

"Russia has never violated its international obligations. We have always observed the international control regulations," Mr. Dmitriyev stressed.

On the whole, the system of military-technical cooperation established four years ago has yielded positive results, he noted.

However, this system obviously needs further improvement, he added.

The federal service believes that it is necessary to expand the use of the world experience taking into account Russia's specific features and recent achievements, Mikhail Dmitriyev emphasized.

"We should not copy any single country. Our policy in this sphere should be more flexible," he said.

According to him, the existing system of military-technical cooperation should become more liberal, in particular, as regards the issue of licenses to companies and enterprises on different activities.

Moreover, the system should establish tougher control. "This experience justifies itself in many countries," Mr. Dmitriyev noted.

In his words, the situation is different in Russia. It is not the industry that influences the military-technical cooperation but vice versa, he said.

However, he pointed out certain achievements in the military-technical sphere, for instance, the successful activities of the Sukhoi design bureau which exported spare parts for the sum of $135 million, and the Salyut federal state unitary enterprise which earned $38 million.

"We are holding these positions under the permanent growth of competition on the arms markets," Mikhail Dmitriyev stressed. He also spoke about the necessity to provide permanent post-sale service of our equipment.

"We have already achieved last year's exports of military-technical products - $5.6-5.7 billion," he concluded.
