Mr. Morozov deems its necessary to ensure that by the second reading of the draft law "On elections to the State Duma", due in mid-January next year, changes in the procedure for forming the upper house of the parliament are also examined.
In his opinion, the members of the Federation Council must be elected by the population in an election or a referendum in each region. He proposed that the governors and the legislative assemblies of the Federation subjects nominate candidates to the Federation Council, while the population of a subject vote for them.
"The Federation Council was conceived as a chamber of regions, while the State Duma as a political chamber," he stressed.
For its part, the Central Election Commission proposes that by the second reading of the draft law "On the elections of the deputies of the State Duma", changes be made in a number of draft laws related to the introduction of the so-called "imperative mandate".
On the proposal of the Central Election Commission, it is necessary to formalize the norm if a deputy does not fulfill his obligations, for example, does not report back to his voters. In this case, the political party on whose list he was elected to the lower house could apply to a court of law requesting it to strip him of his deputy's mandate.
"Although I personally think that this proposal contradicts the logic of the election process. Voters, not parties, elect deputies after all," Mr. Morozov said.
