MOSCOW, December 24 (RIA Novosti) - State Duma speaker Boris Gryzlov predicts a minimal vote margin for the December 26 repeat runoff election in Ukraine.

"The gap between the candidates will be minimal and it will be a balancing situation like on November 21," Mr. Gryzlov told journalists, referring to results of public opinion polls.

As regards the possible outcome of the Ukrainian election, the Duma speaker said he "would like the situation to stay within the legal bounds and no political decisions to be taken."

Mr. Gryzlov spoke up against changing legislation during the electoral process. To quote: "Laws should not be changed at a time of election."

The State Duma will send a delegation of 39 observers for the December 26 election in Ukraine, Mr. Gryzlov informed journalists. "It will be a rather big representation," he said.
