"Problems of the OSCE lie in its dim and amorphous structure," he said after a session of the international committee of the Federation Council.
He added that Russia and the Commonwealth of Independent States have come up with proposals on OSCE reorganization. Russia hopes for them to be taken into consideration.
Mikhail Margelov, head of the international committee of the upper chamber of Russian parliament, thinks problematic the participation of Russian parliamentarians in work of the OSCE bodies.
"It has first to be decided if the organization is necessary in general," Mr. Margelov said.
Asked by RIA Novosti on elections in Palestine, Sergei Lavrov said that the holding of a democratic and general election of the head of the Palestinian National Authority requires Palestinian settlements to be free from Israeli troops and security to be provided for.
According to him, Russia is satisfied with how preparations proceed in cooperation between the Israeli and Palestinian sides. It is also important that normal voting be arranged in East Jerusalem following the example of the elections in the 1990s.
Sergei Lavrov would not comment on the decision of the Qatar authorities to pass the two Russians sentenced in Doha to the Russian Federation.
"Everything has been done. They have been returned," Mr. Lavrov said.
On Thursday a plane brought to Moscow the two Russians sentenced to life imprisonment in Doha on charges of murdering Mr. Yandarbiev.
According to the spokesman for the Qatar Foreign Ministry, cited by the Qatar news agency, the leadership of Qatar has satisfied the request of the Russian government and passed to Russia the two Russian secret agents for them to serve the term in their home country.
